EXEMPTION FROM SECTION 5.2.8.7 of THE AERODROME STANDARDS AND RECOMMENDED PRACTICES (TP 312E, 4th Edition) MADE PURSUANT TO SUBPARAGRAPHS 302.07(1)(a)(i) and (ii) OF THE CANADIAN AVIATION REGULATIONS

Pursuant to subsection 5.9(2) of the Aeronautics Act, and after taking into account that the exemption is in the public interest and is not likely to affect aviation safety, I hereby exempt all Canadian Airport Operators, from the requirements of section 5.2.8.7 of The Aerodrome Standards and Recommended Practices (TP 312E, 4th Edition) made pursuant to subparagraphs 302.07(1)(a)(i) and (ii) of the Canadian Aviation Regulations, subject to the following conditions.

Section 5.2.8.7 stipulates that a taxiway centreline marking shall be at least 15 cm in width and continuous in length except where it intersects a taxi-holding position marking or taxiway intersection marking as shown in Figure 5-6, or when interrupted by an information marking (see 5.2.16.6).

Purpose

The purpose of this exemption is to allow Canadian airport operators to use enhanced taxiway centreline markings prior to the runway holding position, in accordance with the provisions of the U.S. Department of Transportation, Federal Aviation Administration, Advisory Circular No: 150/5340-1J and with the provisions of Annex14, Volume 1, of the Convention on International Civil Aviation pending formal amendment of the standards.

This exemption is also intended to provide to Canadian airport operators using these markings  an acceptable temporary means of mitigation when section 5.3.20.1of The Aerodrome Standards and Recommended Practices (TP 312E, 4th Edition) cannot be met when applied to “Reduced Visibility Operations” as detailed in Transport Canada, Advisory Circular No: 302-001.

Application

This exemption applies to all Canadian airport operators. 

Conditions

The exemption shall be subject to the following conditions:

  1. The enhanced taxiway centreline marking shall be:
    1. yellow in colour;
    2. outlined with a black paint border along all yellow paint edges as shown in Figure 1.0 or Figure 2.0 when on pavement surfaces of light colour; and
    3. painted with the dimensions specified in Figure 1.0 or Figure 2.0, whichever is applicable.

  1. If the taxiway centerline to be enhanced continues through a taxiway/taxiway intersection that is located within 45 m of a taxi-holding position marking, the taxiway centerline enhancement must be terminated 1.5 m prior to the point where the other taxiway centerline crosses the enhanced taxiway centerline. The enhanced taxiway centreline is continued beyond the taxiway/taxiway intersection for at least 3 dashed line segments or 45 m – 48 m from start to finish, whichever is greater.
  2. If the enhanced taxiway centerline intersects another taxi-holding position marking, such as for category II or III approaches and it is located within 45 m of a taxi-holding position marking, then the entire taxiway centerline between the two taxi-holding position markings must be enhanced.  However, in no case should the taxiway centerline be enhanced between the taxi-holding position marking and the runway. The enhanced taxiway centreline is continued beyond the secondary taxi-holding position for at least 3 dashed line segments or 45 m – 48 m from start to finish, whichever is greater.
  3. Where two taxiway centerlines come together (converge) at or before the taxi-holding position marking, there must be no dashed lines less than 3 m or greater than 7m at the point of convergence.  The first inside dashed lines must be aligned with the outside dashed lines starting and stopping with the dashed lines on the outside. See Figure 2.0

  1. If a taxi-holding position marking such as for category II or III approaches is within 45 m of a taxi-holding position marking (closest to the runway), the enhanced taxiway centerline is interrupted the same as it is for a regular centerline 0.9 m on the runway side and 0.9 m on the holding side. 
  2. A copy of this exemption shall be inserted in the Airport Operations Manual.

Validity

This exemption is in effect until the earliest of the following:

  1. the date on which any of the condition set out in this exemption is breached;
  2. the date on which an amendment to the appropriate provisions of the Canadian Aviation Regulations and related standards comes into effect; or
  3. the date on which the exemption is cancelled by the Minister, in writing, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
